Final Report of the Special Master for the September 11th Victim Compensation Fund of 2001. This link is to the report, in PDF format. Volume II contains exhibits.   Annotated Bibliography of Government Documents Related to the Threat of Terrorism & the Attacks of September 11, 2001. Massive bibliography from the Oklahoma Dept. of Libraries in PDF format. Includes references to physical and electronic sources on several different topics related to the attacks.
Joint Inquiry into Intelligence Community Activities before and after the Terrorist Attacks of September 11, 2001. This GPO Access page gives several options for viewing all or different parts of the large report in PDF. We have a printed copy of the report as well, in the documents stacks at Y 1.1/5:107-351.   Findlaw: Civil and Criminal Terror Cases. This page provides links to current criminal and civil cases arising out of the Sept. 11 attacks, as well as background cases dealing with terrorist activities. They also provide this link to the PDF report of the House Subcommittee on Terrorism and Homeland Security, Counterterrorism Intelligence Capabilities and Performance Prior to 9-11.
Legislation Related to the Attack of September 11, 2001. The Library of Congress makes this compilation of legislation and resolutions, both those that passed and failed, available.   September 11 Source Books. The National Security Archive at George Washington University brings together existing documents dealing with terrorism in general as well as specific attacks and threats.
National Commission on Terrorist Attacks upon the U.S. (9-11 Commission) website has links to all their official communications, and an archive of transcripts, audio and video files. GPO Access also has the final report of the Commission in PDF with downloading options and the Library has a paper copy of the report, shelved at: Y 3.2:T 27/2/FINAL.   September 11 Digital Archive. Includes photos and stories submitted by individuals.
