Official government sources:
"The September 11 Detainees: A Review of the Treatment of Aliens Held on Immigration Charges in Connection with the Investigation of the September 11 Attacks." The Justice Dept. makes both a PDF version and an HTML version, which summarizes it. On the Inspector General's "Special Reports" page there are also links to the Justice Department's responses to the report. The easiest way to find the reports on this page is to search for the word "detainees."
A memo detailing the Procedures for Trials by Military Commissions of Certain Non-United States Citizens in the War against Terrorism is available from the Defense Dept. in PDF format. There is also a companion fact sheet (also PDF).

UN's Economic and Social Council Commission on Human Rights report (February 15, 2006) on the detention center at Guantanamo Bay. We have a copy of the Report on the Library's server.
